Overview

Finalize a draft bill to lock it and prepare it for payment. Once finalized, a bill cannot be edited except for limited fields. Finalized bills are ready to be paid.

Example: After reviewing a draft bill and verifying all line items are correct, finalize it to lock the details before processing payment.

Conditional Requirements
